 PL/SQL trigger

I need to create a trigger for the following business rule:

If the movie return date is past due date then the late charge of $2.00 will be applied towards customers unpaid balance for each day after due date. The trigger should automatically add the late fee towards customers balance.

Any Idea?? I spent hours and hours and couldn't figure it out. Need some help.
